    The Committee on Agriculture moves to amend the bill on page one, line 10, by striking the title in its entirety and inserting in lieu thereof the following:  

A BILL to amend and reenact §7-10-4 of the Code of West Virginia, 1931, as amended, relating to livestock in dire or extreme condition; creating a livestock committee appointed by the County Commission; providing a process to be followed for livestock in dire or extreme condition; providing a process to be followed for livestock in unacceptable condition and providing that owners pay the reasonable costs incurred as a consequence of a court finding of neglect or cruelty.
